Silph Co. and finding Giovanni are your next objectives, and follow straight on from your initial visit to Saffron City in your quest through Pokémon Let's Go's main story, before you can take on the Sabrina's Saffron City Gym.
Below, we'll cover any and all of the obtainable Pokémon, item locations, trainers and their squads that you might encounter in the area, as well as walking you through any key steps of the story along the way.

Pokémon Let's Go: Silph Co. explained: fastest solution and how to find and beat Giovanni
Outside Silph Co, you'll spot Jessie and James forcing their way in - now's your chance to follow them, but make sure you've healed up at the Pokémon Center first! More battles lie ahead.
Inside, both your rival and the famous trainer Blue will show up - Blue lays out the plan (you and your rival do the hard work while he travels around Kanto...) and then challenges you to a battle to check you're strong enough. It's a fairly tricky battle, so be prepared! Heal up again once you've beaten him, and then prepare to dive in properly!
Silph Co. explained
Silph Co. itself is huge. There are eleven floors in total and, barring the initital entrance level, they each have a set of teleporter warp pads, locked doors and closed off areas for you to worry about too. You can access all of the floors via the elevator and stairs, but because of those locked doors and walled off areas, you won't be able to clear out Team Rocket and find Giovanni using the stairs and elevator alone. You're going to need to use those warp pads.
Much of Silph Co. is optional, however, and in fact there's a fairly swift short-cut to the top. We'll detail that fastest route to the top here in this section then, and then in the section below we'll go into full detail on every floor, where every warp pad leads, and all trainers, items and even a Pokémon you can get as you go. We recommend you explore every inch of the building, simply because there are some brilliant items to pick up along the way, so we reckon the below section is worth a look!
Silph Co. solution - the fastest route to Giovanni
Note that you can also heal on 9F by talking to the nurse by the beds!

Entrance Floor - 1F
Battle Blue when you first enter and then go heal up. There's one item to collect here, before you head into the proper maze of floors above.

5F has a corridor running from top right around the level in a square, a large open room on the right, a small locked room left of it, and two locked room son the left.
There's also that duo battle with your Rival against Admin Archer and a Team Rocket Grunt. They'll run off in a huff when you beat them, dropping a Card Key as they go!

7F has a corridor running from the top right to the bottom left, with two locked rooms on the right and two on the left. It also has a walled off room in the top left that's only accessible via teleporter.
Note that this is the only floor to have a Pokémon for you to acquire - the very rare Lapras, which comes with 'gift' Pokémon high stats and is only obtainable via Catch Combo on a much later route, so this one's very much worth getting!

11F is the top floor. It has a corridor that goes to a dead end with an item in the bottom right, but the boss' room in the centre, and corridor on the left is walled off, and can only be accessed via teleporter from the closed off area on 7F.
Walk down the corridor and you'll be stopped by Jessie and James yet again en route to Giovanni. It's time for another double battle with them!
After they're defeated, head into the President's room to battle Giovanni once more. When he's defeated, talk to the Silph Co. President that you rescued, because he'll give you the one-of-a-kind Master Ball! This ball will instantly catch any Pokémon you use it on without fail, so use it wisely! We recommend saving it for much later in the game...
