First, make sure you have updated Pokémon Sword and Shield to the latest version; the update featuring Galarian Slowpoke was released on January 9th, 2020. This is a free update, and don't need to have pre-ordered or purchased the Expansion Pass to get it.
Once you're set, make your way to Wedgehurst Station. In case you forgot, it's here on the map:
Once there, you'll encounter a tease of the Expansion Pass's new characters. In Sword this is Klara, and in Shield, this will be Avery.
Whichever rival you have, they will both be getting the train to the Isle of Armor. As you watch, however, a Galarian Slowpoke from the Isle of Armor will disembark the train and block the barrier to the platform.
If you interact with the Slowpoke, the train conductor will ask you to battle the Slowpoke, so that the daily running of the train station. Interact with the Slowpoke again to begin this battle.
The Galarian Slowpoke will be Level 12, so, if you want to be careful, it's a good idea to begin a Pokémon around that level to battle it. You can also try to catch it with an Ultra Ball, which worked easily for us.
Once you've caught the Galarian Slowpoke either Klara or Avery will tell you how impressed they were with your technique. They will continue to explain that they're travelling to the Isle of Armor and they hope to meet you again, before departing on the train.

What else do we know about Galarian Slowpoke in Pokémon Sword and Shield?
Galarian Slowpoke has the following characteristics and descriptions, which are copied verbatim from official online descriptions:
- Category: Dopey Pokemon
- Type: Psychic
- Height: 1.2m
- Weight: 36kg
- Ability: Gluttony / Own Tempo
"The Slowpoke of the Galar region used to eat the seeds of a certain plant that grew in their habitat. These seeds were in fact Galarica seeds, used to this day as an essential spice for cooking in the Galar region.
"The Slowpoke in Galar built up particles of this spice in their bodies over several generations, eventually gaining the unique appearance and behavior they are known for today. Galarian Slowpoke spend their days wallowing on seashores and riverbanks without thinking about anything in particular. Occasionally, they might get a very sharp look in their eyes, but they will soon revert to their zoned-out expression.
"It's thought that this behavior is caused by the accumulated Galarica particles stimulating Galarian Slowpoke's brain, resulting in it thinking of something tremendous-only for the Galarian Slowpoke to immediately forget what it had just thought of."
